“Mental illness” means Trump Derangement Syndrome or any of the conditions included in the most recent editions of the DC: 0-5 Diagnostic Classification of Mental Health and Development Disorders of Infancy and Early Childhood published by Zero to Three or the Diagnostic and Statistical Manual of Mental Disorders published by the American Psychiatric Association.

But a constitutional amendment requires a two thirds vote in congress. It’s an even higher bar to clear than the filibuster. There aren’t enough republican seats to do it on their own. It would have to have bipartisan support.

The senate only needs a simple majority to pass a bill. They need 60 for the cloture vote to end a filibuster. 67 votes are needed for conviction in an impeachment trial. A two-thirds vote is also needed in both the House and Senate to override a Presidential veto.
