Having a phone is an important part of participating in society like it or not. Not everyone has a happy home life of a home at all, and flatly banning anyone from owning a phone (purchased themselves) under 16 could further endanger young people already struggling in a dangerous situation. Or even just maintaining a job to survive.
Of course I don’t want to live in a world where under 16s need to work, or need to discretely contact help, but we have to face reality. Let’s fix that stuff rather than ban communication devices…

Most people tell me they could never do it, everyone asks me how I survive the city center crime, and a common question is if I plan to move when I decide to have kids.
Your complaints are the straws and bags don’t do enough. My point is that’s NOT strict industry-wide regulation. We agree!
My last city was always quick to point out that the (poor) bus service was not profitable and didn’t warrant any new investment.
But, the entire road system isn’t profitable. Especially the cul-de-sac in front of your house. But we all agreed it was “worth it” for our taxes to fund thatq because of the obvious benefits of getting goods and people around the city.
Transit should be no different. A service we pay for through our taxes. Not a profit seeking business.
