Presumably the idea is to deter corruption. Unlike, say the U.S. president pulling billion dollar corruption scams.

I can get behind this “Part of their pay package is determined by whether the country reaches certain targets for unemployment rate, income growth, and GDP growth.” Take it further though. Start at median salary and go up to competitive with private sector if various targets are reached.
